Chicago isn’t a generic market, and two things make it different from anywhere else we work.
The first is the city’s treatment of software. Chicago applies its Personal Property Lease Transaction Tax to cloud and hosted software, treating access to a subscription platform as a lease of property within the city. The rate rose to 15 percent on 1 January 2026, having been 11 percent the year before and 9 percent the year before that. For a business running its operations on subscription software, that is a real line item, and it belongs in any serious conversation about where workloads should sit.

The second is Illinois regulation. The Biometric Information Privacy Act sets some of the strictest consent requirements in the country, and it applies to ordinary business technology: fingerprint time clocks, facial recognition on door access, any system capturing a biometric identifier. Illinois also carries its own data breach notification obligations under the Personal Information Protection Act.
Two Deadlines Worth Marking
Office 2021 and Office LTSC 2021 reach end of support on 13 October 2026. Microsoft has confirmed there will be no extension and no extended security updates, so any vulnerability found after that date goes unpatched.
The same date closes the first year of Windows 10 Extended Security Updates. Coverage is cumulative, which means an organisation that waits and buys in during year two pays for year one as well. Delay costs more than acting now, and it costs more retroactively.
